Fab 68为什么选址大连？

很多人问我，为什么英特尔最新的工厂选址大连？您可以想象，像晶圆厂这样复杂的项目，我们的选址决定会有一长串的考虑因素。大连是在中国可以满足我们几乎所有要求的为数不多的城市。那么，我们最终选择大连，主要有三大决定性因素：
第一，中国政府制定了振兴东北工业基地的战略，正因如此，我们开始关注这一地区。多年前，我们将新的封装测试厂设立在成都，也是为了响应西部大开发的战略。那时，中国政府希望鼓励对西部的投资。英特尔进入一个新的区域，寄希望在那里产生正面的影响。受中国的国家发展战略的鼓舞，这次我们将东北作为考察的主要区域。
第二个考虑因素，是希望我们建厂的所在地区，可以招聘和培养出一个专业的人才队伍。您不妨关注一下英特尔历史上新建Greenfield工厂选址的时候，我们将Fab 7设立在美国新墨西哥州的Albuquerque，将Fab 8设立在以色列耶路撒冷，把Fab 10设立在爱尔兰的Leixlip。所有这些地方此前并没有任何现成的半导体基础设施。英特尔早期设厂在美国加州圣克拉拉（Santa Clara，也就是硅谷），那里对工程师和技术专家的争夺十分激烈，英特尔要发展出一个专业的人才队伍，面临重大挑战。我们的员工是我们最重要的资产之一。对员工培养进行投资至关重要，我们希望在新厂选址时考虑专业人才队伍的开发。我们在Greenfield工厂选址时，积累了一流的经验，也就是说即使那里没有现成的半导体专业人才也可以成功。我们选择大连，也是为了移植这一经验。
第三个考虑因素，是我们希望选址所在地有优秀的大学教育设施。大连拥有22所大专院校。对外来说，大连已经建立了一流软件基地的良好声誉。我们对在大连的其它跨国企业进行了基准比较，发现本地毕业生的技术能力可以达到一个非常高的令人满意的水平。我们知道，在本地大学层面进一步发展半导体教程还有很多的合作可以开展，但我们非常高兴地看到，我们获得的支持和参与程度也是非常令人满意的。
当然，我们经过了非常严格而且耗费精力的过程，最终才把选址定在大连。过去两年来，在大连经济技术开发区的指导下，我和大连市政府开展了紧密的工作。现在我们确信，我们选择大连是非常令人兴奋的事情。

这的确是一个令人振奋的决定！所以我们不难看出，Fab68的选址应该是基于对社会，政府，以及区域优势等综合因素考虑的结果。并且也希望通过自身融入中国社会，为该地域的发展贡献自己的力量。真的希望Intel会为大连带来更多的机遇、更大的发展。It is really an exciting idea to posit Fab68 at Dalian! As Kirby mentioned, Intel considered a lot of factors to decide build fab68 at Dalian, such as society, government rules, areas advantages and etc. and Intel also hopes to contribute more energy for glorying itself and Dalian area at the same time. We do really hope Intel could bring more developing opportunities and improving space for Dalian City. :)

Thank you Bruce, in fact we do intend to be a catylist to bring further investment into the Dalian area, but just as importantly, we want to leverage the local supplier base where they have skills that meet our internal needs. We are planning a supplier summit later in the year and at this event we will be introducing our existing supplier base to the local Dalian and DDA officials, and in addition, we will be telling the local suppliers more about how to engage and do work with Intel. I expect this to be a positive activity for all concerned.

I have ever traveled to DL several years ago, at that time, i have started to like DL which is a beautiful city, clean street, nice people, comfortable weather. Hope Intel Fab can have great successful at DL. :)

Dalian is a beautiful China city on the sea, that makes it very charming and attractive. I see now that Intel cares the talent resources very much. So you are taking the educational infrastructure as very important consideration. You are also wise at China’s politic directions, Intel can win in China with such sober-mind dicisions.

intel能在大连建厂，对于每一个在中国从事半导体行业的人来说都是一个振奋人心的消息，尤其是半导体的前道工序，而非后道封装；中国近几年虽然通过努力，也建成了很多Fab厂，但是多分布在长三角和京津塘，珠三角一带，但是能象INTEL这样的大公司在大连建厂，对于我这个生于东北的人来说更是一件好事，

Good to see this project moving forward quickly. Up to now, all comments are positive and supportive. I like to raise a question from different angle. Intel must have done a thorough study on the fab in China. Can you share with us what is your thought about the problem of Moto fab in Tenjin? Why didn’t it fly and what is Intel’s plan to prevent such scenario? Sorry if I asked a dumb questions. Thank you in advance for your advise.

HHNEC has strong background in facilities with more than 10years as working in Shanghai HuaHong NEC, the Chinese 1st 8 inch fab. While http://www.2ic.cn/bbs is most popular in our cirle, I am sorry that you cannot read Chinese. After that,Intel relocates her 65nm tools from USA to Dalian in 2009. Does it means Intel begin to change her developement strategy, since Intel has not reused her tools before. As well known that 450mm fab spend much more and intel,the leader in semiconductor industry,also need to think of best ways to utilize her 300mm tools thoroughly.

Hi Datang - We have completed our assessment of many recent Fab startups in China (including the Moto Fab in Tenjin) and have learned a great deal. We are also fortunate to have a couple of people on our team who participated in the Moto startup. As you know Intel has had great success starting up Fab’s in the US, Israel, and Ireland. We have a very rigorous and well defined process that we follow and I expect that Fab 68 will meet every expectation that we have established. Kirby

Hi kitgain, thanks for your question. Actually, I would like to correct an assumption that you have made. Intel has actually had a very aggressive equipment reuse strategy for a number of years. Over the years we have saved hundreds of millions of $$$ across our factory network in both 200mm and 300mm by reusing tools. Our strategy of tool reuse in Fab 68 is no different. In addition, as new processes are developed, our TD organization has also done an excellent job of “bring forward” tools from previous technologies. Again the strategy has been to maximize the utilization of the most expensive part of our business. Kirby
